Judicare provides legal help to low income Northern & Central Wisconsin.  
In September, I learned you have to mail a form to Wausau that "takes a couple weeks to process" & they would "get back to me after they verified my citizenship & eligibility.."  That didn't work for me given what was happening at that moment in September.

Denied my request for assistance March 2017.  Aimee McGinty said they "might" have been able to help but now they couldn't because they wouldn't have "let that happen" on 11/22.  She emailed a couple forms to me:  an indigent status application & de novo request.  

Move to Wisconsin to expand my business & but find I'm indigent as a result of moving in to Kedrowski's unit.  
Modest Means provides legal help at reduced fees.
They don't help with eviction related situations.
Their recommendation:  
Contact charities for help with utilities, etc., e.g., United Way
Tenant Resource Center (Madison)
Help is provided primarily to residents of Dane County.  A telephone # is provided for Wisconsin residents outside Dane, but the calls are returned a few days later, if at all.  I learned that my situation in Wood County was outside their skill set; they told me to call Judicare.
Their website did provide a few resources, links, and info.
North Central Community Action Program
They don't provide help with my concerns/situation.  
They provide a brochure for Judicare.
Aging & Disability Resource Center
No legal assistance info; no housing assistance available.
Their suggestion:  contact Wood Co Department of Health

This one is very important.  It is the ONLY way to file a complaint. Nothing is "done" unless there are "enough" other complaints on file.  How many people need to be hurt before....what?  Their only recommendation: file small claims & go to the hinky (to say the least) Wood County Court.

No recourse - sue 'em or just move every couple months if the landlord chooses to violate (again & again) Wisc Chapter 704.

Their website said it takes 14-90 days to process a complaint.
After conversation with her on phone re events, she would expedite my complaint re performance of Five Skies LLC
I submitted 95 pages of documentation.

Arendt & Kedrowski submitted a few short paragraphs replete with errors (lies, misstatements, falsehoods) with NO documentation.

As DATCP merely collects info & has no enforcement ability, their recommendation was to file in Small Claims Court.  

Seems that when they have "enough" info about a business, they....not sure, what they do...maybe send a stern letter.  That'll work, right?

Mr. Wotruba tells me the stairs are "most certainly a violation of Wisconsin Uniform Dwelling Code."  I should file a complaint with bldg inspector.
I received a 5 day notice to pay rent that was not due or vacate 4 days after I reported it, 2 days after the stairs were brought to code. 

Is the water on this site "reasonably adequate" for you and your family - just in your opinion?

She took the really bad situation & made it really worse - so I contacted Linda Seemeyer, State of Wisconsin Dept of Health and summarized the Wood County fiasco (link in E). 

Eviction notice filed 8 days later

Nancy suggested "let your water run for a bit before collecting it for drinking or washing to reduce the amount of visible iron in this water."  

Obviously she paid no attention to the 4th bucket that was drawn AFTER 3 clear looking buckets.  While I started my showers in clear 'looking' water, three times the water morphed into orange rust water.  

Being able to take a shower w/o worrying that the water has turned bright rust orange falls into the category of "...full normal use of the premises"  (WI Statute 704.07(4))
